The Carroll County Clerk is responsible for voter registration and conducting elections and Motor Vehicle Registration, transfer and titling, as well as the collection of Delinquent Real Estate Taxes. The office also issues and maintains Marriage Licenses and issues Fishing and Hunting License. Land Records are recorded in the Clerk’s Office, such as Deeds, Mortgages, Easements, Contracts, Leases, Liens and Encumbrances. The recording of Wills and Orders to Probate, County and Fiscal Court Orders, Motor Vehicle Liens, Veterans Discharges and many other records are also on file at the Clerk’s office. Most records are open for public inspection and copies under the Open Records Act.
